After an unexpected detour he travels to New DC where he plans to create his own group of spark bearers that meet high expectations. To make his syndicate work the way he intends, he must seek out those in possession of dormant sparks who already have their hands in the world's cookie jars. By assembling this group he plans to sit in the shadows with his grip firmly on the world.
